  The operation process of Shanghai new energy vehicle manufacturer's filing and registration is as follows: the municipal promotion office entrusts the national new energy vehicle product quality supervision and Inspection Center (hereinafter referred to as "quality inspection center") to accept the filing and registration application of new energy vehicle manufacturers. New energy vehicles that apply for the confirmation certificate of Shanghai new energy vehicle product information and financial subsidy support shall be included in the catalogue of recommended models of new energy vehicle promotion and application projects and the catalogue of new energy vehicle models exempted from vehicle purchase tax, Products that meet the product technical requirements and other relevant catalogues specified in the notice of the four departments on the financial support policy for the promotion and application of new energy vehicles in 2016-2020 (CJ [2015] No. 134) and the notice on the application for 2016-2020 (ZJH [2015] No. 467) have established a relatively perfect after-sales service and emergency guarantee system in Shanghai.

The specific application process is as follows:

  The new energy vehicle manufacturer shall submit the following materials to the "quality inspection center": the application for filing and registration, including photocopies of the catalogue of recommended models of new energy vehicle promotion and application engineering and the catalogue of new energy vehicle models exempted from vehicle purchase tax; Basic information of vehicle model, parameter table for announcement filing, type test report, passenger car rescue information card, inspection report meeting the product technical requirements specified in CJ [2015] No. 134 and ZJH [2015] No. 467, and CQC certification parameter table of imported vehicles; Inspection report on special requirements for safety of new energy vehicles issued by qualified testing institutions; The remote monitoring system can be connected to the relevant supporting materials of Shanghai new energy vehicle public data acquisition and monitoring research center.

  New energy vehicle manufacturers with complete and effective submission materials shall apply online with the "management system" account allocated by Shanghai promotion office. The "quality inspection center" shall review the materials submitted in the "management system" of new energy vehicle manufacturers according to relevant regulations. If they meet the requirements, organize experts to conduct on-site audit on the after-sales service and emergency guarantee system established by new energy vehicle manufacturers in Shanghai. The new energy vehicle manufacturers and their models that have passed the audit shall be publicized by the Shanghai promotion office. The publicized models can apply for the confirmation certificate of Shanghai new energy vehicle product information.
